Three councils
Depending on the street, planning applications go to Islington, Haringey or Hackney Council, and each has its own conservation areas, Article 4 directions and design guidance. The first step on any project here is to confirm which council the house is in.
Brownswood Article 4 direction
On the Hackney side, the Brownswood conservation area was designated on 24 February 2020, and its Article 4 direction came into force on 9 May 2025. It removes householder permitted development rights for alterations within the land around a house, small works and minor construction and the installation of renewable energy systems.
Bathrooms and flats
Flats have no householder permitted development rights, so external alterations may need planning permission. Inside a flat, a new bathroom or kitchen needs no planning permission but must meet the building regulations, and the lease usually needs the freeholder’s consent for structural work.
